Roy Teo

Roy is responsible for building a thriving sport business ecosystem that is innovative, resilient, and productive. The aim is to position Singapore as the hub for growing Asian sport and fitness industry. This is achieved through naturing internationally competitive and adaptable organisations, driving innovation, leveraging on technology and data, as well as developing a skilled and future-ready workforce. He co-chairs, with Olympian Mr Mark Chay, the Local Organising Committee for the inaugural Olympic Esports Week in Singapore (22-25 June 2023).

Prior to Sport Singapore, Roy was with Monetary Authority of Singapore (MAS) where he has spent most part of his public service career. His last appointment at MAS was Executive Director, Financial Centre Development, where he was responsible for the growth of Singapore as an international financial centre through nurturing an attractive and conducive business environment for financial institutions, and deepening Singapore’s position as a pan-Asian banking hub. He was also in charge of two overseas offices in London and New York, the financial sector manpower, and the Financial Sector Development Fund, which has a net asset value exceeding S$1.5 billion.

In MAS, Roy was also responsible for building the Singapore FinTech ecosystem from scratch. He grew the sector from fewer than 70 FinTech companies in 2014 to more than 1000 FinTech companies in 2017. Roy was also the brainchild behind the World’s largest FinTech event – Singapore FinTech Festival. The event attracted 14,000 participants in its inaugural 2016 edition and participants number grew to more than 60,000 in 2019. In 2020, he was seconded to Ministry of Law to help expand a key initiative between MinLaw and United Nations Commission on International Trade Law.

Before public service, Roy had held various positions in Barclays, Arthur Andersen (Hong Kong), PricewaterhouseCoopers (Hong Kong), and IBM. He graduated from National University of Singapore with a degree in Information Systems and Computer Science. He was a Certified Information Systems Auditor (CISA) and a Certified Information Systems Security Professional (CISSP). Roy enjoys adventures and has trekked to the summit of Mt Kilimanjaro, Mt Fuji, and Everest Basecamp. He had completed several local and overseas full marathons and triathlons. He is a certified Personal Trainer, Group Fitness Instructor, Nutrition Coach, and Les Mills The TRIP instructor.
